Tahota Law Firm Successfully Hosts the Seminar on Core Issues and Future Development of Urban Rule of Law

On December 9, 2025, Tahota Law Firm hosted a themed salon titled Core Issues and Future Development of Urban Rule of Law in Beijing. Co-organized by the Government and Public Affairs Center, the Real Estate and Urban Operation Legal Center of Tahota Law Firm, and the Administrative Law Research Institute of the Law School of China University of Political Science and Law, the event brought together outstanding administrative law scholars and frontline legal practitioners. Focusing on hot topics such as urban renewal, administrative agreements and the renovation of old residential buildings, it aimed to advance the legalization of urban governance and enhance the professional practice capabilities of lawyers. The event was moderated by Lawyer Liu Ruizhong, Director of the Government and Public Affairs Center of Tahota Law Firm.
In his speech, Lawyer Shen Zhijun, Member of the Management Committee and Director of the Beijing Office of Tahota Law Firm, emphasized that urban rule of law is an important component of the modern governance system, and that dialogue between lawyers and scholars will facilitate positive interaction between the theoretical and practical circles of the legal profession.
Professor Zhu Mang from the KoGuan Law School of Shanghai Jiao Tong University delivered a speech themed Interest Structure and Legal Issues in Urbanization. Starting with an analysis of interest structures and legal issues in the process of urbanization, he conducted an in-depth dissection of the interweaving of diverse interest demands and the challenges of legal regulation during the period of social transformation, laying a theoretical foundation for understanding and addressing complex contradictions in urban development.
Professor Liu Fei from the China-EU School of Law at China University of Political Science and Law focused his presentation on The Application of Administrative Agreements in Urban Rule of Law. He systematically expounded on the functions and boundaries of administrative agreements—as an important governance tool—in regulating the relationships between the government, citizens, legal persons and other organizations, providing practical guidance for improving administrative efficiency and safeguarding the legitimate rights and interests of parties involved.
Associate Professor Ma Yun from the Law School of China University of Political Science and Law delivered a presentation themed Consensus Dilemmas and Rule of Law Solutions: Mechanisms for Resolving Objections in Urban Renewal. She explored how to resolve disputes through procedural design and consultation mechanisms in urban renewal projects, so as to enhance the legitimacy of governance and public acceptance.
Director Qin Hong, Senior Research Fellow at the National Academy of Development and Strategy of Renmin University of China, drawing on her extensive policy research experience, conducted a detailed review of the policies and current practices concerning the reconstruction of old residential buildings on their original sites, and put forward forward-looking policy recommendations for addressing practical challenges in urban development and advancing the organic renewal of cities.
The roundtable discussion was moderated by Professor Zhang Li, Vice Dean of the Law School of China University of Political Science and Law. It brought together authoritative academic voices including Professor Zhu Mang, Professor Liu Fei, Director Qin Hong and Associate Professor Ma Yun. The session also specially invited distinguished practitioners from Tahota Law Firm, namely Lawyer Zhang Chunli, Director of the Real Estate and Urban Operation Legal Center; Lawyer Liu Tong, Director of the Government and Public Affairs Department of Tianjin Office; and Lawyer Han Zhikang, Deputy Director of the Government Legal Affairs Department of Chengdu Office.
